Be Aware of Underground Operators in Cancun.
Cancun has an influx of underground operators who call themselves "freelance scuba guides/instructors"; they say it as if it were commonplace, but understand they are operating unlicensed, with no accountability, no business licenses, and no insurance, and lacking general safety plans, with little to no control over the boats they take you in.
Most of the time, they will be on a rented fishing boat with a hired captain for the day who has no diving experience. On occasion, they will rent spaces on discount dive centers' boats. Again, having no control over the safety or planning of the day's events, and being told where and what will be happening. Usually, a large group of divers with ratios of 8 to 1 fill the discount boats, as most of the sales come from the street vendors of Cancun: hard truths but a reality.

Our standard guide ratio is 4 divers to 1 guide. That is not just a number for a website. It means you get time to ask questions, you get help when you need it, and you are not fighting for space on a ladder or trying to keep up with a crowd. Scuba diving is built on trust. You are trusting a team with your safety, your time, your family, and the experience you have been looking forward to. So it is fair to ask a simple question before you ever step on a boat:
Why would you choose to dive or learn to dive with a company that starts the relationship by misleading you?
Cancun has a few dirty little secrets in the tour world, and some operators use them to squeeze extra cash out of guests after they have already paid. They dress it up with official-sounding labels, then act like you are the problem if you question it.
The “fees” that magically appear at check-in
Some companies advertise one price online, then when you arrive, they hit you with surprise add-ons like:
“Dock tax”
“Federal dock fee”
“Coral restoration fee”
“Local taxes”
Inflated “park entry” charges
These fees and charges are NOT real they are FAKE!
To be clear, there is a real marine park fee. The issue is not the idea of fees existing in the world. The issue is the way some companies present big, vague add-ons as if they are official, unavoidable government charges, then collect them after you are already stuck at the dock.

The “dock tax” is the classic example. If a company has operational costs, rent, or marina access fees, that is part of running a business. It should be built into the price you agree to up front, not introduced as a surprise "tax" at check-in. Remember this is NOT a tax; there is no such thing. If it were real, why can it only be paid in cash and upon arrival?
“Coral restoration fee” is another one that deserves common sense. If someone tells you a fee is a donation, you should be able to ask where it goes and get documentation. If they cannot show that, it is not restoration, it is marketing.
And then there is VAT, Mexico’s 16% sales tax. If you see a company trying to add VAT on top of a posted price at the last minute, that is not transparency. The total you are expected to pay should be clear before you book, not redefined at the dock.
This is the part that matters most: travelers get cornered. They have already planned their day, already arranged transportation, already paid online. They show up without extra cash and suddenly they are told they cannot go unless they pay.... MORE! That is not “policy.” That is a shakedown.
